Recycling bins are all over Barcelona; why not US cities?

Friends just returned from a trip abroad and were kind enough to take photos of European recycling bins! What great friends! (I hope you guys took other photos, too.) But check this out: these bins are everywhere around Barcelona; why not here? (And by 'here' I mean anywhere in the US.)

Apparently public recycling bins are as prevalent as garbage bins around Barcelona. Even Frankfurt's got it going on:

I've seen recycling bins around Portland willy-nilly, though mostly inside buildings. Is there a town in the US that rivals Barcelona in recycling binniness?
